Muskie-I to had considered using GW based variant of their warhammer rules ie 40K. The only version I own is the original Rogue Trader, which goes back a while now. But decided to stay away from that idea for now.

The FEAR & FAITH rules keep coming up and will be worth further consideration. Since what I'm after is a rule set/system which will allow me to use this in the games or more specifically a rule system which will allow me to adapt them to use this;

Necromunda would be the rule set to use.  It was basically the 2nd Edition 40K rules with skills and experience and based around using normal humans.  So if you hit one with a plasma gun or a missile it was so dead, I mean get out the black and decker vacume.

The game was fun but the campaign system favored certain gangs just like the original (err second edition) Bloodbowl rules until they scaled back regeneration for undead.  Necromunda is totally post-apocolyptic.  You could just not let people use laser rifles, and limit them to normal pistols, auto guns, clubs, knifes etc.  All that stuff has rules.  It doesn't really support vehicles, but Gorka Morka does, so you could use the Gorka Morka rules which are post-apocolyptic too.  Those campaign rules are awesome.  Orks die hard, you just have to convert a new model after the doctor bolts on a grappling hook to their arm, or a mono-wheel to their legs.

I only played in one Gorka Morka campaign but every week we converted up and painted our gang updates.  We even got the rules wrong once so I had one guy with two artificial arms.  Apparently there is small print that says if you roll artificial arm a second time, you get an artificial leg instead.  That game had rules for ramming, leaping from vehicle to vehicle and most of the game was based around sluggas (big hand guns) and choppas (axes).  If you just rolled the stats back to human, which was in the expansion anyway, if would play like Roadwarrior, just add zombies I imagine.

I got all those old rules but GW stopped supporting them, in come cases the community or Specialist games supports them, but without the GW push...  Maybe when I get a bigger place I'll run a Necromunda or Morka campaign.  I probably could get 4-6 people who would do it.  I have two painted Gorkamorka gangs...

I have played zombie games using AR:SE, Zombie Apocalypse, Zombie Plague, Dead of Night, Dead Walk Again, All Things Zombie (both versions),and a couple of other systems. While I like the simplicity of the AR:SE system and some of the others I am routinely drawn back to ATZ, yes it takes at the very least a couple games to grasp the mechanics, one of the nice features of it is that in ATZ if it is something that someone can do in real life, you can pretty much do it in the game, all you need to do is pass a test to do it, and ATZ also has great support, if you are stuck on understanding how a rule works, post over on the Two Hour Wargames yahoo group and you will usually have your answer from either Ed (the creator of ATZ) or one of the many other knowledgeable players. Ed also fully supports players, for their own personal uses, in creating their own house rules, modifying the rules, excluding rules, etc... to help make your games work for you.

For ATZ you have Better Dead then Zed core rules, Haven expansion/supplement introducing new rules and scenarios, and now I, Zombie introducing more new rules in addition to new zombie types and a new scenario setting. Ed is hoping to release another book here soon called After the Horsemen which is suppose to further flesh out ATZ in playing well after the outbreak and the society has collapsed into a Post Apocalyptic world. I also believe that After the Horsemen will be including some if not most the core material from the short lived All Things Horror rules Ed had released, such as the rules for Vampires and other monsters.

I thought I had reached a decision on which 'commercial' rules I was going to settle on, but after the last few days of consideration I'm not 100% sure. I had seen the news regarding the release of 'Four Horsemen' and was quite intrigued by that. Should be attending the Derby show in a few weeks so I'm hoping to be able to have a look at both sets and make decisions from there.

Just be aware that After the Horsemen from Two Hour Wargames isnt due out till early 2011 (if there isnt any delays). Also from what I understand After the Horsemen will the content from the short lived All Things Horror rules that THW had released, I am still mad that when I went to order it and discovered that it had been pulled just a matter of a day or two before.

Also as I said yeah the THW All Things Zombie rules at first my seem complicated, but after you get a few games under your belt they become a lot more understandable, and as you play the game more you do find yourself referring to various charts less and less, though you will still refer to them when using tables that you might not use every game.
