...How do you do them? Or rather, what material to you use?
Bit of an odd question, I know, but there seems to be quite a range of methods out there, and I'm stuck on how to add them to a city board I'm building.

I make them from 5mm thick foam. My table already is black greyish with some structure, so I can easily put the pavement on top and it looks good IMHO. Similarly I made some 5mm high square block with gross glued to the top, so I can make parks, garden etc.

I make my city buildings on 5mm plywood of 25cm square tiles and cover the wood fibres under polystyrene putty, then cut the sidewalk structure into the wood, paint, drybrush and wash it.
