Alan have you checked out the civilian packs from Musketeer's interwar range, I am sure there are some suitable figs there.

They will stop degrading us,
They will not control us,

Artizan has a suitable figure with a spade, too.

What about Perry Miniatures

Mafeking 1900

White armed civilians walking (mostly separate weapons)

I have these and only really the weapons would set a date to them. Add some tools instead of the loose rifles and they would be fine.

..... and Gripping Beast has a nice shooting party that would do as the local gentry.

The Perry Mafeking are perfect. Just find some shovels and you are there

Bob Murch of Pulp miniatures plans a pack and asks for suggestions. Contact him and maybe he will do something the ones you want.
