dixon dahomey or OG french marines will work for naval troops and legion. Foundry turcos can be used for algerian tirailleurs and askari for colonial arty, but I need the cochinchinois...

Oh so you've been reading "Our Friends Beneath the Sands" too then  :D

I went out and bought Windrow's "companion" Osprey on the FFL as soon as that came out with a view to getting suitable figures.

I'd thought of Dixons Dahomey for the Legion and some Taiping chinese for the black flags but Like you came unstuck when looking for the Tirailleurs. The headgear is the killer and since they played such a large role in the campaigns you cant really do without them.

I have six ancient Minifigs '25s which may be supposed to represent the Tirailleurs you seek.  They wear the cone-shaped-wooven-bamboo-sunhats familiar from Vietnamese peasants working in rice paddies.  

(edit) OK, I looked at the linked photos on wiki.  The second photo 'former black flag' guys look identical to my old minifigs.  The 'flat hat' tirailleurs I don't remember ever seeing in our scale.

Frontier Miniatures did some Tirailleurs in 15mm for Tonkin. They are now available from Haus of Stuff (wargame51.tripod.com/wargame.htm) - see the 15mm Boxer Rebellion range. Not the greatest figures but they are not terrible.
Not sure that they are exacltly what you want but the headgear looks spot on.

they are also doing 25mm version... but the pictures are a bit muddled...

The London Warroom had a line in their old Lizzard Grin range. I have a few that I have mixed in with various boxer Chinese figures. I think they are still OOP, unless someone has picked up the range.
