Itīs typical for Germany. Those buildings host transformers to transform 110.000 V into 380 V for housholds. Have a look here: http://trapho.elvira-von-seydlitz.de/oberschwaben/

Thanks Michi, I assume that the power cables come from the three small 'things' at the top.
