I asked this a while back and if you're after unarmed civilians, then there's not much out there. Antenociti's Workshop has some in it's GOT range, Woodbine have a small family (though if IIRC one or more are armed), Crooked Dice have unarmed astronaut models, then there's the few Dr Who minis around. Not much all in all that I know of.

This has been one of my bugbears for years. It's what got me hanging out at Wargames Factory, the chance to actually have some company produce some sci-fi civilians. It'll never happen of course.

Depends what you want them for - starship crews, Heresy do some.

There's also some of the WotC Star Wars minis that are unarmed and could be 'civilians', ditto some of the Dr Who Micro-Universe minis; also, there are perhaps Heroclix figures that would suit, as well as a couple of the Judge Dredd ranges from various manufacturers that it may be possible to use. Depends what you want them for really...

Might be useful.
Toemerica, new outfit with a small range of miniatures. They have one cast and another 'X' amount waiting to be cast along with separate heads and weapons. All are wearing boiler suits, boots etc. The model pictured is 28mm to the eye.

Also if you're afetr unarmed pulpy aliens there are the aliens from Zombiesmith, I have the first pack and am really pleased with them, so lovely scuplts at reasonable prices (I even managed to avoid import tax on them!).
