A Good Dusting questions

Just reading through this set and hoping to get in a solo try soon, but have a few questions.
1. What is an action move? With no limits except not into contact or in rough terrain, why would anyone use normal movement?
2. On the shooting chart why is it easier for Beja rifles to hit a target in hard cover or mounted? Is that a misprint?
