I like em-4 scavengers.

Plastics http://www.em4miniatures.com/acatalog/Science_Fiction.html

Metal http://www.em4miniatures.com/acatalog/Future_Skirmish.html  The metals come pre-primered and well-cleaned of the mould line.  Shipping is slow, but postal costs are low.  I have forgotten this each time I order so I say it here.  There's a huge variety in the trooper section but the leader of the enviro suit guys has no thumb.  You'll have to make your own.

There's quite a few out there that fit the feel of Necromunda, I use Void/Urban Mammoth, and Salvage Crew (formerly Star Mogul).

I've been wanting to get some Cobalt-1, they really have that old school Rogue Trader feel that GW had right before Necromunda came out.

Edit:
I forgot the East Riding 'Slicks' that make great up-hive Delaques:

Heresy make some trenchcoat guys as well. I don't have any so I don't know how they scale.

Oh and the old 'Gangs of Mega City-1' game and figures can be had for dirt cheap. The plastics are a bit oversized but make great generic thugs.

I've made about 4 gangs by GW kitbashing and it's a great way to go about it. There's only a couple of weapons that can't be easily converted, and with a box of 15-20 figures, you'll have all the spares you need.

Hey, what about Lead Adventure Miniatures?

Thread with tonnes of info and comparison pics here: http://leadadventureforum.com/index.php?board=59.0

Website here: http://www.lead-adventure.com/

A good alternative, I think :)

Another vote for Lead Adventure .They fit in very nicely with the GW Necromunda figs.I used some of the VSF figs as settlement tinkerers and miners too.
