Anyone recognise these?

Mother-in-law picked up a few minis from a carboot back at Easter - my pressie instead of an Easter Egg! 

Among some LOTR stuff there were these three strange looking chaps - seem to be Ratmen in what look like kilts, sporran and plumed hats? They're missing the pikes/spears/muskets that would fit into their hands - I'm thinking Flintloque?

Didn't the Flintloque range call them Joccian ratmen or some such?
