Foundry has some nice ones.

They are from the smaller range sculpted by Mark Copplestone.
But I guess you know them already

The Foundry civilians will come up smaller than the Artizan cowboys. But if they are being used as background characters the differenc should not be too noticeable.
Dixon minaitures do a very comprehensive range including children, well dressed gents and ladies, dancehall girls, a fiddle player and copwpoke dancing. They are very noce,s ome suffer from "cabbage head syndrome, but if you are selctive there will be a good selection.

Knuckleduster do a fair selection of townsfolk:

I haven't got any yet, so I don't know how they fit in with Artizan, Foundry etc. Everyone needs a card game, drinkers at the bar etc, so I will have to get some eventually!

Cheers,
Ian

I am useing Black scorpion cowboys. As of this date they only have a civillian woman or 2, a child and a banjo player.  They are all great sculpts.  I asked them if they would do more but they beleive that they would not sell very well.  So I think BS is out of the running.  Knuckleduster has some nice sets a bit crude in the sculpting and really small.  But they are nice sets.  The Old foundry are also very small but are nice.  If you go to 40mm which I will not go to another scale, no no no!!  HLBS have some nice ones very tempting (NO NO NO!!)   Good luck

40 mm is out of the question for me - I'll stick to 28 mm.

Dixon seems to have a lot of interesting things - I love that piano  8)

How are they sized compared to others?

They are in scale with the early Foundry, probably slightly on the small side compared with Artizan. Not too small that is obvious. :)

Old Glory have a pack hidden in in their War Between the States line that should work. I've never seen them, so I can't vouch for them, but they should be good enough for targets and background. WBS-74 is the code number.

I think our town is populated mostly with Dixon and the F word.

All my Old West townsfolk are Foundry miniatures, from Foundry.

The best part is that as I've said Foundry a few more times, maybe we can get "Wild Bill" Shatner posted here again.
