I've got a mate who sculpts large figures and busts (he won't be on here as he's one of the laziest gits I know
) and he uses super sculpt over a wire and tinfoil frame as well. He also used to sculpt out of hard wax (you can get it from sculpting shops etc.) but this option was for casting as the wax, even though quite tough, will certainly not stand up to the rigors of gaming.
He did a Ray Harryhausen bust using wax and it looked fantastic
One thing I would suggest is take the time to get your armature right (proportions etc) as this is probably more than half the battle and worry about the details later. Obviously reference material when working is a must, get a book on anatomy to help with the muscle positions and relative sizes. This will help even for dragons and other fantasy types.
One last thing, don't rush it, the super sculpt needs to be baked in the oven and other puttys will need drying times as well. Take your time and it will look far better in the long run
