Does anyone know if the Future War rules have a point system for building your own troops?

Future Wars is point based (assuming you want 'equal' sides).

Costs are given for each quality class; Hero. Professional, Regular, Civilian, Rabble.

You then pay extra to equip each figure with weapons of choice etc.

It also has costs for Predators, Zombies, Bugs, Terminators Claymores, Barbed wire, and vehicles etc.
2024 Lead Tally: Acq: 013 Ptd: 055  Total: +042
2023 Lead Tally: Acq: 560 Ptd: 056  Total: -504
2009-22 Tally:  Acq: 3293 Ptd: 905  Total: -2388

Not equal so much as just being able to try to build point costs for some of the other sci-fi figs I have around. 40K Space marines make nice powered armour troops and I want to have some sort of guide to be able to help balance them against the other figs I have

Does it have vehicle rules?

Rules for power armour are included, but they are pretty powerful and not cheap, +50 pts when a Regular human is 10 pts, Professional 15 pts etc.

There are vehicle (and flyer) rules, although I havent used them much (few vehicles, rather than not liking the rules).
I doubt they are suitable for lots of vehicles on the table.  Probably written with only 1 or 2 per side envisioned.
