Absolutely fantastic...I really like the extra details such as the rope on the hitches and tie downs on the baggage. Could they be used for Roman baggage as well??
Personnally I wouldn't use them much before the middle ages. The technical construction seems to be a bit too advanced for Romans, I think they would use disk wheels on their wagons.
Ditto on the rope. Any suggestions for material and technique?

No special technique required. The main skill is not to rush things ...
For the rope material I used some whipping twine from shipmodelling supplies which lacks the fuss on classic thread. Pull a piece of that through brown ink, fix the ends with tape onto some scrap card and let dry. This will end in a straight piece of twine. Then glue longer pieces than required (to handle them better) with white glue to the points on the horses' harness and let dry thoroughly (this is important!). Some hours later push the other ends through the rings on the wagons swingletree and secure them with a small blob of white glue.

Yes, the Front Rank horses are very nice sculpts and easy to paint. And you can order them separatey! The Foundry ones show their age, I had some very bad castings.
