I think the years are incorrect as listed, but here goes,

Federales on the march near Vera Cruz  with both Kepis and BEF style caps

BTW, I would like to see Bob Murch (from Pulp Figures) doing some Federales minis

If I remember correctly,

Pulp makes Imperial German marines, in both pith helmet and 'BEF Style Cap.'  The rifle, equipment, etc. would work for Federales.  Although it would be a bit better maintained than all the hard use it got in the Mex-Rev. 

You'd have to putty over the boots to make them long trousers, or just declare that they were one of the unusual units that show up in photos wearing boots or puttees.

secret in the wargames world but i will be doing a Mexican Revolution range

in 28mm, model Ts , french 75mm, Federales, you name ....i coulnt resist

And Rurales, don't forget Rurales, and sailors for Veracruz, and "The Blue Whistler," and then there's the selection of aircraft, and spies....  And the 88mm railroad artillery crewed by German 'adventurers.'  Oh, and the Chinese spies trying to raise money to send back home to promote democracy there.
