Not quite, the later iteration has significant differences, including new suspenion and many if not all have additional armour and changes to exterior details. Of course, that may not be an issue depending on your needs or tastes.

Talking of turrets, that LVTP-7 could do with a new one, it looks a bit odd.

What does this LVTP7 cost then? I think I could scratch a AAVP7 turret myself, and its for mid 80's - Modern.

These can't really be called 28mm. They're on the slight side of 1/72 - which, technically, is about 25mm to the top of the head, but  I think most people would use these with 20mm.

Does any other company make decent looking modern (post 2000) minis in the UK or Europe other then Empress Miniatures? Everything else I found just seems poorly sculpted in comparison.

Some of the TAG minis aren't bad, the Richard Ansell sculpted ones are OK and the most recent ones by a lady sculptor whose name I have forgotten are actually quite good. Apart from that there's a handful of useful Hasslefree sculpts that can be used as SF, mercenaries or private contractor types.

Red Star do Chechen Wars era Russians that, technically speaking, could stretch beyond 2000 in terms of use. They are based in Belgium but Empress carry the range.

Actually the Eureka moderns are available through their UK distributor so most of the minis out there are available in the UK.

Fighting 15s, but they don't stock all the ranges, and don't always sell singles.  I've tended to buy direct from Australia.

Technical units (artillery, tanks, communications, etc.) - Black
Airborne troops - Sky Blue
Border troops - Bright Green
Internal forces - maroon
KGB (very rare - the Kremlin guard for example) - the deep blue
At all shoulder boards private soldiers in the army of the abbreviation CA, the internal troops ВВ, the border guard ПВ, a state security (KGB) - ГБ - all of the yellow plastic or metal.

If you are after modern British so 2010 to now the best are empress miniatures

Does anyone do African Militia/Guerillas/Freedom fighters armed with SKS? I'm gearing up to playtest the CoC Bush Wars and the bulk of the Militia/Guerillas/Freedom fighters seem to be thus armed.

Very tempted by that card laser cut Buffel.

Check out Eureka's modern African range. I believe some of them are armed with Sks's and I think some of the I think some of the Specter Miniatures range that come out in September have a few.
