Cant find the link for it, but in a rather famous bankrobbery over in UK, the policemen that gave chase on the robbers, was lent several firearms from the public, whom of some also gave armed chase alongside the Police...

So all in all, I wouldnt underestimate the general notion that carrying something or the other for self preservation was unheard of.

I think the event you're thinking of had something to do with the Seige of Sydney Street... if my memory serves me, some time previously, some (?Lithuanian) anarchists had attempted an armed 'expropriation' and were being pursued by several policemen, who indeed borrowed firearms from passers-by. maybe this was about 1908, or maybe 1911. Something like that. I have a feeling guns were a lot more common on the streets before maybe the 1920s than people realise.
