State Capitol building

So I am planning a Second American Civil War game, (aka Very American civil war or ACW2). Set in the 1930s.  This is to be a battle of Sacramento. 28mm, with an as yet undecided rule set.  It will first be played at the Sacramento game convention and then maybe taken to some other conventions in Northern CA.
 
So I need a Capitol building.  Any ideas?  Sacramento Capitol is the typical pseudo roman: large steps, columns, cupola arrangement typical of most state capitols.  In true scale it would dominate the table.  I just want something that helps mark the city as Sacramento.  The other landmarks are easy, the railyards, the Sacramento river, the tower bridge, "old" Sacramento, etc.  Any help or suggestions on the Capitol building would be appreciated.

Having just googled a picture of the Sacramento Capital Building you could try using the Plasticville Town Hall model as the basis and replace the the clock tower with a dome and add a portico.

I think you could probably find a paper model of the Federal Capitol which should work.  After all, if Hollywood can use the CA capitol for the Federal one, why not do it the other way around?

And correct me if I am wrong, but I thought the Tower bridge was build in the mid 30's by the WPA.  Might not exist in the ACW2 world.

If you are going to have Old Sac, then a riverboat might be nice also.

Bridges would be optional, They might be off table.  Just have the table edge be the River.  The riverboat was to be part of the battle.  It would be the source of some Artillery.  Skrapwelder found a paper model that might work, even though it is the wrong state.

as for rules may I commend Chris Peer's Contemptible little Armies which he has a few addition covering WWI, Russian Civil War, and Spanish Civil War. They are very simple, fast, bloody, easily adapted to to armies, and good for demo games

So what's the lowdown for a armed insurrection in Sacramento?  I'd swing further East to the Mason Dixon line or somewhere on the Red River.

Weird war, You might check out the ACW2 posts in tbis forum.  You can get the whole history in the interwar period. 
I am using Sacramento as it is local and interesting.  California politics were always a little different.  Check it out.
