Got any particular rulesets you're experienced with or like? Game attributes you like? Need your own force construction rules?

First one that comes to mind for me is Song of Fear & Faith from Ganesha games, though you might need to involve other rulesets (Flying Lead) if you're a big fan of "proper" gunplay or to deal with giant insects (Mutants & Death Ray Guns? I forget if SoF&F has 'em)

Fear and Faith combined with Flying Lead come to my mind too. You can get the pdf´s for € 5,80 at Wargamevault. At the Ganesha Games website you can download Java-Forcebuilders for their Games. And most Special rules are easily transferred to the other rulesets.

Take a look at Two Hour Wargames products.  "Chain Reaction 3.0", is available for free on their website, and will handle everyhting you've mentioned.  There is also the "5150" series of rules from THW that add a bit more chrome.
Shameless advertising here, check the "Bazaar of Obscurities, I actually have several sets for sale.
