I am assuming Britsh here, No one specifically prodcues them however, Westwind have Victorian Bobbies and Killer B games will be releasing bobbies with helmets  soon, they are 1970s. Wessex Games also used to produce bobbies but not sure if they are still in prodution

1930s Bobbies' uniforms are pretty similar to 1970s ones, but take a look at the collars. Instead of the open collar and tie of the 70s you have a very tight collar more like a Victorian army tunic. Also, by the 70s they have a shoulder strap/epaulette sort of thing displaying rank which is absent in the 30s.





But either a little bit of conversion work or a 'they're near enough, stop being so picky' attitude would no doubt see you right.

Eureka does some Bobbies, but they are rather for the (late) Victorian era.
Another interesting thing might be a Lledo 1934 Dennis fire engine. Sometimes they deliver them with an extra sprue: a man with a starter, a little girl ...and this friendly and helpful chap:



Of course he wears a greatcoat, which limits his use a little bit. At least the left arm of his greatcoat shows the same stripes like the upper pic in Plynkes' post. The Bobby is made of that soft and darkblue "waterbucket"-plastic, and the details are a little bit blurry. As far as I know, this is the only one of that era - at least in that scale. But maybe I'm wrong...
