Need Help with Stalingrad Board 28mm

Im usually pretty good with being able to design and draw out a terrain board but Im just having a mental block and I just can't do it.

I wanna create a stalingrad that is in 28mm and is for large scale WW2 battles and SOTR games but Im not really sure how big stuff like the roads should be and how big the bases of the buildings should be because I want to make it modular so I can swap out a couple of the buildings but A couple of the main buildings will stay in one spot so they can be on larger bases.

I wanna be able to move infantry and mechs through alleyways as well to be able to move around and not be blown apart by tanks in the First 5 minutes.

This post mightnt make any sense but I just need assistance because Im drawing mental blanks and I wanna at least be able to design the board before long.

I decided to go with an urban terrain mat on which I stenciled some basic street layouts (that I don't always follow,mind). Then all of my buildings are based on 12x18 inch or 12x12 inch street thick plastic card, lighter and as strong as MDF. This lets me create new layouts rather easily. I also have a lot of rubble, brick and furniture bits I scatter about as well. Here some pictures from some of my games, from games set in Narva, Berlin and Stalingrad:







You can get scale junk and debris piles, as well as bricks and tiles from many model Train hobby stores/sites, and companies like Verlinden also make bricks in 1/48th. Bits of wooden beams you can make easily from balsa wood, painted. And from model train and dollhouse sites you can get whats called "1/2 inch" scale (aka 1/48th) model dollhouse furniture rather cheaply that adds some flavor to your game. I was at that game! SBguy's WWII city terrain is truly epic! Brings back fond memories...
