Low power guys off the top of my head.
Marvel has Cross Bones, all the Howling Commandos, Hawkeye, The Black Knight, The Swordsman, Karnak, Man Ape and Black Panther, the Shocker, MoleMan, The Enforces and lastly Mysterio.

DC has Deathstroke, Riddler, Two Face, Spoiler, Robin, Nightwing, Bat Girl, Bat Woman, Mad Hatter (yes all Batman ones i know, but i think they all have a pretty low power level).

Just a few i thought of and i hope they help.

Found some gold at my parents house was up her visiting my mother in the hospital. DC Superhero RP sourcebooks for Watchmen and Suicide Squad....the Suicide Squad one is simply one of the best RPG sources made....had a map of the prison, detailed staff, main members of the team, those that served as felons (both dead and alive) along with other technology and such.

The Punisher, Daredevil, Iron Fist, Luke Cage, Batman (and co), Nick Fury, The Question, Green Arrow.

Should get you started...

Gotta disagree with Luke Cage and iron Fist as low powered.

Luke has bulletproof skin and incredibly strong.

Iron Fist has been able to stun Hulk's son with his power and take out the Thor clone.

Like a lot of heroes, these characters have become tougher over the years.

Other low-powered heroes include characters like Vigilante (has some guns, a horse and a motorcycle), Blue Beetle II (fancy gadgets, no powers), Klarion the Witch-Boy (has a magic cat), Manhattan Guardian (a strong, athletic ordinary human with some armour and gadgets), The Prowler (has some climbing gear and not much else) ... the list goes on!

I seem to recall an Iron Fist story from ca. 30 years back (may have not been "new" as such even then) where he punches a subway train to a stop. I wouldn't call even that low-powered. I think it was a crossover story of some sort with Shang-Chi -- who incidentally is described as "non-powered" but is so good at Wushu that he can still beat actual superpowered individuals in combat.

I tend to find masked crime fighters in general slightly more interesting than actually superpowered individuals, but don't have a particular favourite, expect perhaps for Batman. But since he's been mentioned already a couple of times, I nominate Black Venus:

She has the most common superpower and not much else so I would say she counts as low-power :P

Some other resurrected heroines from Femforce should work for examples of low-power IIRC.
