These make me want to reconsider my long-shelved skirmish game project based on The Prisoner of Zenda...
These Brigade Games figures are a shoo-in.
What else can I use?

The 6 Zendarian figures from West Wind's Vampire Wars, obviously - they'll fit.

The two officers from Copplestone's German Mercenaries pack (not the stormtroopers with Bergmanns, sadly)

Potentially the officers from Murch's Pulp Figures Zeppelin crew... At a push.

Nothing much in the Thrilling Tales line - all too 1930's / WW2  :(

Checked put Great War Miniatures 1914 Germans - they don't really fit the style...

Renegade's early War German Command (foot and mounted) offer a few likely figures though...

Not greatly taken with the Ironclad VSF Prussians - a bit too laden with packs, battlefield gear and so on for a lightly armed skirmish in Zenda.

Any other Prussian / WW1 contenders spring to mind? They'd need to be a reasonable fit size and style-wise...

Some fencing figures would be ideal too...  ::)

Renegade miniatures and Hellion (I think) do some nice character/ CO minis.

The renegades are quite large. And the standard troopers are definitely loaded.

Foundry has a laarge range of Franco-Prussian war but they're quite wee. And loaded. Double bad!

Some of the characters might suit you though? They have fencers..

IIRC they are Brigade Games but sculpted by Bob Charete, so were formerly Paroom Station under the London War Room banner.

Foundry are small, but we picked up some dismounted FPW cavalry figures (from Dave Thomas) for our Zendarians/Ruritanians.

I found faction sheets on the Westwind forums: http://westwindproductions.co.uk/forums/index.php?board=22.0

If you go up a level and click on the Official Downloads you'll find the Gentlemen and Jackanapes that has the current special character stats/info in it.

Love the figures.
