S gauge (1/64) is more accurate for 28's. However looking at the items in S & D's listing, you could probably pick and choose carefully. There's no standard size for things like anvils in the real world. I'd be cautious of things that are stood up directly to a figure (the sawhorse might look overly large for example) but items like lanterns, jugs, etc. might just seem like larger versions of the same thing. Plus, if you figs are large the difference will be even less.
