Giles, is it? Well, then, Giles, I just went to your blog and read your Setting Scenarios post. It is possible, however unlikely, we may be long lost brothers. That is so in synchronicity with my own thinking on how to design a game, though mine tend to have quite a few figures in them. Still, the essentials of scenario design remain the same despite the size of what's on the board. Certainly, there will be some adjustments but, all-in-all, it is, at least for me, just as you say. Though I always try to inject a dose of humor as well. And I love the extra 'bits and bobs', or what I sometimes call the 'atmospherics' of the game. Nothing wrong with a straight game, but I like to add those bits, a little more spice into it to enhance the flavor. Good show, sir. And, as always, excellent modeling.
