Throngs of civilians in 28mm?

All,
       I've been playing around with creating my Post Apocalyptic world.  I've got a nice seedy, run down town created, but the only people are military and character figures.  Where can I get CHEAP batches of civilians in 28mm to mill about aimlessly?  By cheap, I mean under $1.00 US each.

Well, for dirt cheap, you should check O-gauge railway figures.
just saw 100 figs for $15 on ebay. Ofcourse, the quality will be correspondingly...  ::)

Perhaps not The Best, but for 1.29 plus shipping for 12 figures, the old Mongoose 'Street Gang' plastics from Gangs of Mega City One are a DAMNED good buy and you can afford to field a pretty large crowd.

Thanks all.  I grabbed a set of 26 painted O Gauge civilians for $10.00 on Ebay.  Assembling multi-part plastics has pretty much lost its charm with me.

+1 for the Mega Miniatures civilians. They are pretty good for their price and most importantly very diverse.

Styrene railroad pedestrians are also very good.

If you wanted to put a bit of work in there are some plastics that can be easily kit bashed to make convincing civilians. I did some for my Force on Force campaign- here's a link

I would recommend Studio miniatures plastic zombies. the bodies are not too zombiefied, and if you are going post apoc anyway they it's OK if the look a bit ragged. Thier heads might need a bit of work, or you could find alternative heads like I did.
