could you use Belgians as early war French troops without the capote/overcoat?

Strictly speaking no, but it depends how anal you are. Their ammo pouches were different, the rifles were Mausers and they wore gaiters and not puttees. Their officers wore 'British style' uniforms too. There are a number of other differences too, but these are the most obvious to me.

hmm what I am looking for is some French in light order

Me too, but I'm not aware of any. Artizan do French Foreign Legion that would work, but they're not in helmets. Motorised troops with head swaps would work, but nobody even does those in 28mm.
