For 'active women' just like for the uniforms of the male crews of the most 'futuristic' war contraptions (submarines, flying patrol boats) he took inspiration of the most 'modern' sportswear of the late Victorian times, the bicycle riding dress:
Give her a pistol instead of an umbrella, a kepi (or
pickelhaube or whatever national military headgear) and you get an 'authentic' image of a Victorian Science Fiction / Steampunk female soldier - manufacturers of wargaming miniatures should take note!
