Does anyone know any good manufacturer(s) of ready-made buildings suitable for an american city in the pulp era?

Depends on what you mean by "ready-made". If you mean already assembled and just needing paint, not sure, if you don't mind putting some walls together before painting, then:

-O scale railroad buildings will work
-Litko makes some building blanks
-Pardulon in Germany makes some good wall pieces.

Now, why didn't I think of railroad buildings..?

Will O scale trains also be usable, or are they a bit too small (i think, I read somewhere, that S scale is 1/64th scale?)

O scale trains will technically be too big, but they'll be great because 28mm gaming needs room to move around. Just don't put too many of them on the table and you'll be fine.

O Scale are slightly oversized, but they work great. I use them for my citiies because of price and availability.

Not sure about S scale (the whole train scale thing messes me up.)

S scale is perfect but very expensive. O has the advantage of being common and therefore cheap. Cheap trumps scale-perfect, in my book.

The Steve Barber buildings are very nice, but are on the small side. His Gangster figures are pretty much true 25mm figures and the buildings are designed as such. So if you are using Copplestone then they look very tall alongside the buildings.

You guys might want to try Design Preservation Models. They sell modular building kits. If you go to the O Scale Modular page, you can download a free planning guide.

Each little piece of building isn't too expensive, particularly for the level of detail. I've built a few of their kits and they're really great.
