Civilians for WOTR are difficult to find.  I have been looking recently.

Perry Miniatures
The following Perry WOTR packs have some civilians and nobles in civilian dress.
WR 2 Lancastrian mounted high command (Henry VI, Margret of Anjou, Duke of Buckingham)
WR12 Lancastrian command on foot (Henry VI, Prince of Wales, Somerset, Oxford, Buckingham and Longstrother)

WR 10 mounted Pages x3
WR24 Ox wagon, complete – has a driver and a woman with a baby, child
WR27 Covered supply wagon – has a labourer and a driver
Each of the other wagons has a civilian figure too.
WR 33 4 labourers and 2 foremen
I converted a few plastic infantry to labourers.


European armies has a few more
EA13 Italian Clergy
EA 18 2 priests, 3 soldiers praying and 1 wagoneer praying

There are a few possible figures in the Crusades range
CU 27 Pilgrims
CU 28 Clergy (mixed priests and monks)

Empress / Pro Gloria
Empress have a few later civilians in the Pro Gloria range. I have not seen them but four of the packs look useful for 1450-1500 civilians.  
They are more expensive than the Perry at circa £2.31 each figure with postage so I have not bought them yet.

If anybody has these and can post a comparison shot with Perry WOTR I would be grateful.

Wargames Foundry
Foundry also have some here.  I think that there are 5 packs in total.  
Most are dressed for the HYW period which is a bit earlier that WOTR but many are suitable.
I have not seen these so do not know how they compare in size.

After posting on 2nd June, I ordered MED210 and two guns from Foundry.
The packs arrived today, which is very fast to Switzerland.
I am very happy with my purchase.

The figures are very well cast with no mould lines.  The sculpts work well with my Perry collection.  
They are a bit shorter than the Perry WOTR figures so I will insert a small coin or washer under the bases so this is not so obvious.

Foundry used to have very high prices & shipping costs for overseas customers but now they have reduced them and they are OK.
They do not deduct VAT to Switzerland, which they should, but then again, only GW, Perry and Warlord do this.

Perrys have just announced some civvies for their Agincourt range too.
