Very effective. Is it textured glass? And is the glass that colour  or is there a coloured sheet of somesort underneath? If it was mine I would want the water a dirty brown, or murky green. Seaport water is never very clean and in the period you are playing it also doubled as the sewer  so the dirtier and danker the better.

It's very simple. Blue is made with crepe paper covered by a sheet of semi-plastic system with the shape of river water :
