Anisty do a set of roof-tops, the innards for a parking garage and factory detritus. They also do assorted street furniture and jettties for harbours:

These folks do laser cut office buildings and factories, whih could fit in with a little bit of work. Might also be a good starting point forr those that struggle with the 'matakishi cork tile' method

Fairdo's  My links were ones I was looking at this morning to start providing the basic structure!

Monolith's "China" range has a Temple/Shrine/Tomb in it's range, which might fit in a more moden setting. I think the other stuff is all a bit Wuxia for a hard boiled setting...

A chinese temple or graveyard next to some high tech urban sprawl or kowloon high rise slum would be great.

I think I read somewhere that TMP has been promoting its own range of Ladyboys. Not sure if they 28mm or not but maybe ideal for street scenery or even characters for RPG type games.
