please enlighten me - do You mean the plastic napoleonic and ACW cavalry?

I'm serious - I would like to have the opportunity for some European-non-Brit late 19thC cavalry

The Perry ACW cavalry would be your best bet, I've seen some nice conversions for Very British Civil War using them.

1867 too early? North Star have cav and dragoons for the Prussians and Austrians. Slightly earlier Great War have cav for Crimean Russians and Foundry have cav for Crimean and Franco-Prussian. Should be possible to form the basis for conversions even if not quite correct.

Then you have Hussars of course, most of whom still wore Napoleonic uniforms with different hats.
So many projects..... so little time.......

There are also these from Hinterland Miniatures-

http://hinterlandminiatures.weebly.com/storecart.html

And some useful ones from Reiver Castings-

I'll look to see if I can find pictures of the Perry conversions.

Yes, mid 19th C is a tad early I'm afraid

Yes the Hinterland ladies are of course gorgeous (I'd call them Hinternland  ;))

And no, The Reiver castings are British...
But - I just remembered that Brigade Miniatures have very nice Belgian Carabineers with Kolpack!

Hmm, your problem is going to be the lack of a 'good war' that wasn't British to form the basis for a figure range then...

If you can find them, HLBS used to do German Camel Corp which I see being sold online every now and again. You have some hope for Russians as there are a couple of people working on Russo-Japanese stuff and some esoteric cav figures for the Maximilian Adventure (which might still be too early for you). I'm assuming you're discounting French Foreign Legion in Africa? Artizan have a bunch for that.

That's about all I can think of.

I have all Artizan French Foreign Legion one can get  ;), well almost
http://leadadventureforum.com/index.php?topic=56501.0
and the Chasseurs d'Afrique are not bad (although I'd be looking for something different, but for different reasons), but they would be too plain for IHMN.

I guess the Belgians could be a good try
someone should write some rules for the Bottomland cavalry  :D
