Just to complicate it a little bit more...  :D

Seems like there are a few continental designs that aren't that far off English ones, so I think it's fudgeable. As for Russia, as former user pointed out they've obtained locos abroad.

I mean, I'm not actually building a railway model, I just need something "good enough" for wargaming. I doubt I'll ever own more than two locos (small-to-medium at least and maybe a large one later).

It would be out-and-out impossible to buy a single train and set of track that would be genuinely correct for all of Eurasia.

So if you have track and rolling stock, you can then have an English style loco and a Russian style loco. That should make your stuff versitile enough for gaming in many genres. Brit stuff was pretty slim where Russian was more utalitarian and chunky from what I've seen. If you pick the right base model, perhaps a little conversion and plasticard will suffice?

seriously, I'd rather take care to match the rolling stock with the period you game in. There can be plenty of explanations for an imported engine, especially in Asia. But there is only one explanation for a vehicle that looks too modern: time travel...

In that, I'm lucky. Since it's for interwar gaming, almost any steam locos will do. Any newer and you're getting into diesel or electric. I mean yes, there are a handful of postwar steam locos, but not many.

The real problem is that it looks like most S gauge trains are American. I may wind up having to convert O scale trains anyway.

Did you find this S Scale site? http://www.worsleyworks.co.uk/S_Scale/Locos.htm

You see, that was my point - and this is still reasonable priced....

That's all fine handmade brass/silver and the like; I'm sure there are cheaper options elsewhere. If nothing else, there's the ugly-but-serviceable Company B train set (sorry Company B).

There's a ton of folks on TMP who've repeatedly said they prefer S scale for 28mm gaming. I can't imagine ALL of them are paying hundreds of pounds for their layouts.

In any case, I'm in no hurry. I can always trying plumbing model railway forums for advice on this too.

I mean yes, there are a handful of postwar steam locos, but not many.

I can speak for Germany only, but apart from construction designs of pre-war and war era that were kept on being built, there were many complete improved rebuilds and even several new classes which were engineered and built in Western Germany after 1945:
Classes 10, 23, 65, 66, 82 http://en.wikipedia.org/wiki/Neubaulokomotive

http://en.wikipedia.org/wiki/DB_Class_10
http://en.wikipedia.org/wiki/DB_Class_23
http://en.wikipedia.org/wiki/DB_Class_65
http://en.wikipedia.org/wiki/DB_Class_66
http://en.wikipedia.org/wiki/DB_Class_82

Eastern Germany also built new ones:
Classes 23.10, 25.10, 50.40, 65.10, 83.10, 99.23–24 und 99.77–79
http://en.wikipedia.org/wiki/DR_Class_23.10
http://en.wikipedia.org/wiki/DR_Class_25.10
http://de.wikipedia.org/wiki/DR-Baureihe_50.40
http://en.wikipedia.org/wiki/DR_Class_65.10
http://en.wikipedia.org/wiki/DR_Class_99.23-24
http://en.wikipedia.org/wiki/DR_Class_99.77-79

This sums up to a total of 535 newly designed and built engines after WW2 in Germany. Mind that China and Soviet Union did too and those are huge countries in comparison, imagine how many they might have built. Even the US got a few post war constructions.

I share their opinion 100%. S scale is 1/64 in fact. I use 1/64 vehicles for 28mm (which many gamers think to be too small).
Believe me, I browsed the web for years to find an acceptable S scale railway solution, but I found none and finally ended with 0n30 for the same reasons that HEISLER explains in detail on his blog. But these are only good for the American theatre and therefore I converted 00 scale stuff for British and Fleischmann Magic Train 0 scale for German. Now they can all run on the same tracks of my layout/gaming table and I´m fine with it.

And that's okay. If I have to convert O to S track, that might not be the worst thing ever, just a bit of a pain. The loco is the only real problem there and given that I can take the motor out if I need to, it doesn't seem unsolvable. I use 1/48 vehicles myself, so O cars will work fine.

I may even just go all O if the track isn't too big. With a small British loco and small cars it may turn out to be perfectly proportionate to my 32mm gang. I'll have to go down to a shop with minis in hand and see what I think of O.

O buildings are way too big though!

I use 0 track, and it is perfectly OK for broad gauge like in Russia and Spain.
Sometimes people "complain" that it is too large, but all game with it and don't spend the amount necessary for s-track or S- rolling stock, or the work to convert it....

look at the clip from Dr Shivago where the armoured train passes the civilian one - it was shot in Spain, and if You look closely You will notice that the tracks appear unnaturally wide, which happens to be in fact totally authentic for Russia.....
The only problems You get is with colonial trains, because these are almost always narrow track
