First, I just had to modify the docks from box support to pillars:
Team MIS enters the area, seeking a Cultist office and documents that should shed a lot of light on the mystery. Team MS is off on a false lead this time and didn't make an appearance, leaving the entire cultist problem on the hands of OIS to deal with.
Agents are sent down the street and up the dockside to the storage yard where a guard opens fire, alerting a gang of cultists who were loading the truck to open fire!
But the OIS team leader cried "this isn't time for half measures, Follow me!" and chucked a grenade, successfully, into the truck with devastating results!
Meanwhile, using her Eagle Eye and Assault rifle (SMG with eagle eye skill sounded better as an assault rifle
) Her fire was very effective over a couple of turns with the burst template knocking off cultists as they raced to the walkways to see what was happening on the dock.
Meanwhile the guard in the storage yard was taken care of at the cost of an agent, but ended his spree of burst fire, leaving the approach to the ship down the dock open. Sister Painful put down another MIS agent, but the team leader made the ship and worked his way up, using cover to avoid Sisters fire till he got to the bridge room. Hearing voices in side (cunning), he lobbed his remaining grenade inside.
To deadly effect, where upon he entered, collected the documents and made good his escape.
