Silly question about points

Here we go!
Akhenaten may choose up to 30 points of Mystical Powers, and those 30 points are included in his total cost of 106 points.
If the powers he chooses come to a total cost of less than 30 points, should the difference be subtracted from his basic cost?

Consider the mystical powers to be like any other form of equipment. So if a figure is 20   points and you give him 10 points of mystical powers his total cost is 30 points, even if he is actually allowed to take 20 points of powers.
In terms of his total points cost it only matters how many points of powers he actually takes on the day.

Cultists are great bullet soaks, especially if you take Water Bullets as a power.

Run them in groups of 2-3. Then they can mob your opponents, most of whom are going to be tougher.
