With the right 'base' train, and your modelling skills, I can see a thing of beauty emerging.  What's folk experience for getting a good value base train model?

Teamzters do carriages of the size I want, need to strip one down and see what can be done with a rebuild
Have bogey wheels being cast as we speak
Company B flat beds will work for some wagons
But any further suggestions welcome
Especially plastic kits for railway models in the right(ish) scale

For suitable armoured cars see: http://www.landships.info/landships/models.html

These are paper models and make fantastic additions that can also easilly be printed then to the scale you want most included are either 1/72 or 1/43 in scale. So ideal for 20mm or 25/8mm wargaming.
