Does anyone have a list of countries suitable for an IHMN company beyond the obvious ones like France, Russia, Germany, Britain and America?

Nation states were far fewer at the time, with Austro-Hungary, Germany and Russia occupying an area which today has about 30 nation states,  but you could have fun with independance movements.

Finland was part of Russia, Norway was part of the Kingdom of Denmark and Ireland was part of the UK. All three had active independance (revolutionary/terrorist) movements and any of those could have an anti-govt society with an active 'company'.

The Balkans was in upheaval at the time with the nascent slavic states struggling for independance as well, and we all know where that lead.

The other option is ficticous states like Ruritania, Vulgaria or maybe even Grand Fenwick.

In fact people often forget the advance african kingdoms like Ethiopia, and Egypt.  Then the less advance tribe would easily fit under mystic societies, Craig did a great job with basic tribes using the Zulu but time should be taken to make each cultural group unique.

Also you have to take into account all the mythical states, Atlantis, The secret kingdoms in Africa (White men, Black men and intelligent apes), those meso american throwbacks, and those like Shangri-La hidden away in vast  mountains of Asia and South America.

In the Real Victorian timeframe, there were also some other minor Nations struggling to ;iberate their copatriots:

This is the situation of GREECE, independent since 1828 trying to expand its  borders.
Two more "independent" Greek states were the island of Samos and for a brief time Crete. Both included in the Greek state by 1913.  The seven Ionian islands were a British protectorate (with its own flag and currency) which were given as a gift to the new king George the 1st after the abdication of king Otto by 1862. Other notable incidents is the blocade during the crimean war, in order to prevent Greece to join Russia.

Fancy and colourful military uniforms till the  adoption of khaki uniforms by 1907.

On the other hand among the African Nations you could also count the subsaharan empire and possibly asian empires like Burma or Thailand and of course China...

I am afraid I cannot claim the credit for the Zulus, they were entirely Charles' doing :D

I may well have got more than I bargained for with such a general question. Its interesting to think about the small countries which could still have fascinating companies available for creation. does anyone know what was going on with the Swiss military at the time, beyond the Swiss Guard.

Not in the slightest, I'm one of very few people who can actually field a VSF Papal force (quite a large one too) and the Cognescenti list isn't at all reflective  ;)
So many projects..... so little time.......
