28mm naval rules

Putting it here as its a broad question  :)

I'm looking into doing various periods with ship 'combat' and need a set of rules that can be tinkered with.

The time range will be from Roman up to late Victorian, a broad span I know but all I'm after is some very basic mechanics for movement and boarding etc. guns etc I can sort out later. If the rules could include oars and sails that would be great.

I've never played Blood, Bilge and Iron Balls but it's had decent reviews.

Other options: Flagship Games did a set called "Pirates" and there are the "Cog Wars" family of rules which span ancients through to the Renaissance and IIRC Pirates era.

Yes. Pirates! 3rd Edition allows you to play with Roman triremes all the way to ironclad monitors and submarines! Also, historical and fantasy crews.

Nothing new chaps (well, some of it is...).

I need a catch all set for my samurai, Edo period steamships and the eventual roman ships I intend on doing.

It'll be good if it works for any period as our current two rules sets seem to do  :)
