Perry Miniatures do a set of Ninja and two sets of Civilians.

Good ninjas can be had from Black Hat Miniatures and Amazon Miniatures. Dixon also makes quite a few ninjas, but I can't vouch for their quality.

There's more stuff out there too, but nothing that comes immediately to mind right now.

I recently purchased and painted a bag of ninjas for my pulp games from Old Glory -- Product ID: SUM-13

25mm scale - 30 Figures - 1 Ashigaru (Bladed Spear) - 1 Kumade (Staff) - 1 Blow Gun - 1 Shuriken (Throwing Disk) - 1 Kawanaga (Hooked Rope) - 1 Ninja to (Short Sword) - 4 Katana (Samaurai Sword) Poses.

I don't a have a good digital camera, so I do not have photos of my finished miniatures but I am happy with the results and the miniatures.

The only caveat is that you must purchase a bag of 30 figures -- really more than one needs for Pulp games (so I split the bag with a friend).  Positive side is the cheap cost.  With our Army Card, we were able to save several more dollars as well.

Cheers

I second the Perry Figure suggestion. Lovely figures. They also produce civilians and a nice pack of unarmoured Samurai.

I'd been aware of the other stuff Parroom Station makes, but the Heroes of Nippon had somehow slipped under the radar.

By the way, one company that's not been mentioned so far is Museum Miniatures. Of particular interest is their pack of elderly-looking ladies in kimonos, which would be excellent for populating some village or town.

Their website can be hard to navigate, but I know from experience their service is good. I have a bunch of their Ashigaru in my lead pile.
