I always interpret it as some sort of metal gauntlet with a ray emitter in the palm, a la Iron Man.

FYI --- Pulp Girl wears a Perilium radiation containment gauntlet which is capable of releasing controlled bursts of Perilium ray energy.

On an expedition to Perilous Island, Pulp Girl was involved in a freak accident which left her hand "infected" with Perilium radiation. This radiation grew increasing volatile and dangerous, so in an effort to protect Pulp Girl and those around her the special containment device was modified and attached by Pulp Girl's father.

That's the "official story" they gave to the newspapers. The truth is far worse...
