However, I am irritated that they charge money for the clips, this is not very "open access".
I understand that British Pathe is a commercial venture, however I read that the digitization was funded by the national lottery. I don't know much about the legal status of the national lottery, but it is state franchised, so I am inclined to regard the digitization as public funding, in which case it would be grossly illegal to sell the clips at those prices - a membership with small contribution would be more appropriate, with a non-commercial licence.

edit: I have checked the terms of use and there appears to be some kind of multilayer open access concept. Maybe it is too complex to grasp at first sight
