Old Glory has a pack of miniatures Naval Artillery crews
http://www.oldgloryminiatures.com/proddetail.asp?prod=CBP%2D09&cat=228 which has a lot of open handed sailors. Usually are German and British , sometimes french, too. I use them for my boats.
They also have landing parties of other nations like Spanish, US, French etc.
the other obvious choices are:
Copplestone Darkest Africa (naval landing party, artillery crew, naval officers) and russian sailors HMG, which maybe are useful.
Perry miniatures Sudan range (Naval brigade and artillery, they even have an admiral on horseback),
Redoubt Enterprises Sudan, ACW and Victoriana ranges
and the London Warroom generic british style sailors with shells and fire fighting paraphernalia, as well as open handed.
Maybe also you can use the new Blue Moon manufacturing release with sailors.
As for american crews: Pulp miniatures. They are of a later age, but some might be used.
Brigade games has German and Russian sailors: with guns and HMG.
Ironclad miniatures has a new range of VSF which includes a set of sailors in armour.
There is also a scarcity of deck hands and officers.
Did I forget any other range?
