Looks like a UV cure resin (usually acrylic, IIRC) packaged with a UV LED light. Stuff's been around for a long-ish time (over a decade, at least), and seems pretty nifty/useful, but is a PITA to source for some reason. If someone can bring it to the mainstream, I'm up for it!
