Roadways & rivers material?

At a game day one of the games had home made rivers that were made out of some sort of flexible stuff, maybe 1/8" thick. I think he also made roads out of it. I have not been able to get in touch with the fellow to ask him what material he used. I am wondering if it was some sort of thick felt. Anyone have any idea what I am blathering about?

Aha! a Friend told me that it might be something called craft foam. I will check it out.

I vaguely recall someone making similar out of mastic. Not sure who or where though.

Probably not the same stuff, but I used the plastic underlay for wood flooring, painted with latex paint and then given a flexible shiny finish using clear silicon sealant. Tried pva but it eventually cracks and the stuff I used seemed to get cloudyif the room was warm.

This bit is rather battered because I've not stored it well, and to lay down flat needs pinning or weighting along some sections, but it's very flexible and will run down hill slopes seamless.
Tried attaching a pic but not sure from the preview whether it worked. If it doesn't I'll try again.

Architects of war have a tutorial for making roads out of Roofing tar shingles. Worked quite well for me and I can see using it for a river as well.

Craft foam (kids foam) is about 1mm thick and has a flex in it, but not as much as something like felt. It cuts easily with sharp scissors and most craft shops sell in in A4 size (a bit like letter), though usually in multi-packs containing several colours. Black, brown, green and blue are probably the most useful.

I have used it to build up (slowly) slight raises in the ground on boards, before putting a filler base over them. There is a trader called Fat Frank on e-bay that sells road and river sections. search on wargame 6mm terrain.
