Theoretical organisation appears to have been into battalions of 400 or 500 men.  For example, the Shogunate forces assembled in Osaka to march on Kyoto at the beginning of 1868 included 12 battalions of Hohei regular infantry (theoretically 6000 men).

So 20-figure units are perfectly appropriate at 1:20. Hmmm, this is getting more tempting by the minute...

What rules are you planning use with them?

None in particular : I'm not much of a gamer but I like my units to be compatible with the most popular rules set, in this particular case Black Powder or something of the sort. I prefer to base my figures in stands of three to six castings rather than individually, hence my taste for larger units which look better in my mind. I know many popular current rules sets call for figures to be mounted individually on small round bases but that has never had much appeal to me.
