Has a look of a Ral Partha miniature to me - slender proportions, the straight legs, the pose, small hands - but I don't know what range he might be from… 

Definitely not Harby's head though.

That sounds like a good guess. I remember buying a couple of their blisters back in the nineties. I think they were packed 3 different characters in one blister. Either Vampire or Werewolf maybe...
