Eric the Shed has done a lovely job on the Playmobil pyramid. He bought two pyramids and then I bought the spare bits off him to complete mine. Maybe that's the way to do it, get two people together and buy three pyramids.

There was a company that had a laser cut pyramid that was pretty big a while back on TMP

The game Back Off Buzzard comes with a great looking step pyramid.  Since it is a terrible/silly game, it can sometimes be found rather cheap.  I got several of them a low prices years ago for my Aztec 15mm collection.  They seem to have gotten more popular in recent years.  By adding an additional raised based it would probably work for 28mm.  You can see what I did with them at www.warin15mm.com/Aztec-Gallery.html

As Lord Mad Snapcase stated I used the playmobil pyramid to go with my Egyptian terrain setting...its well worth the money. I still need to the interior of mine
