Looks like Ral Partha to me but I could be thinking of a similar figure.

EDIT You guys are right. Too robust for RP Tom Meier-ish fig. Definitely heavier Chernak style.

That's a Grenadier Djinni, I think; from the early 80s. Should have a manufacturer's mark on the bottom?

As a little bit of extra detail, looks like they updated the 5004 Tomb of Spells box a few times: link

However, those pics show a version with only the upper body. Meanwhile, your version's lamp and smoke look like they come from the early 105 blister. Maybe they created a new variant from those at some point?

But they also released a Tomb of Spells box in the "Wizzards and Warriors" line as WW08. You can see that the box there has a different title, and your Djinn version is shown. The early history of those lines, boxes and sculpts looks tricky indeed.
