It's the Anti-Pope for Spinespur (Comfy Chair Games), not sure if they are still going though.

Some of the Spinespur range seem to have repackaged in the Rebel Minis current KS (can't see this figure though)

Comfy Chairs games is unfortunately defunct at this point. Start scavenging ebay and post "looking for" messages on other boards and forums are going to be your best bet. Alternately, you could find something similar from another producer, like Reaper or North Star. North Star does have a similar "Necromancer" that comes in their Saga Revenants box, but it's only available in that box. Wargames Factory Historicals had a Spanish kit that included a number of heads with very similar headgear.
