     I am looking for Science Fiction Miniatures in 25mm/28mm that have tattered clothing\damaged equipment that represent people that have gone through some sort of disaster or as escaped prisoners of war.  I am planning a project that involves a science fiction setting that I am in the process of creating.

     Any input on the representation miniatures is appreciated.

They might be too tattered, but the Pig Iron Kolony line (the Ferals, and possibly some others) have some great options.   A bit post-apoc in appearance, but they have clearly sci-fi rifles.

If you're willing to do weapon swaps, there's tons of great post apoc minis from EM4 (Grenadier Future Warriors), Copplestone, Lead Ad, Trollforged and many others that could useable with a laser rifle instead of a 20th century'ish firearms.

Mentioned above but Copplestone Castings have a future wars section. Their sewer scavengers (code FW2) for example seem to fit what you've described.

There are the 40K "Chaos Cultists" that are/were part of the "Dark Vengeance" starter box.  For a while you could pick then up cheap on ebay.  They're still there but not nearly so cheap as in the past.  I have a couple of sets and if you take the leader out of the mix, the make great Heroic 28mm PA troops.
